The Town of Grimsby contracted SGL Planning to design the framework in the Winston Neighbourhood and released it as an Urban Design Manual.
The manual states that:
”The intent is that the implementation of the Winston Neighbourhood Vision is to be guided by this Urban Design Manual, which relies on built form and complete streets best practices to achieve the community’s vision. This design manual is to be used by the developer and/or the builder in the realization of the Winston Neighbourhood Plan vision as well as the Town’s designated peer reviewer and Town staff.”
Interestingly, contributions to the Manual mainly focused on what would best meet the needs of the development community.
Also, it is noted that where it is “inconvenient” for the developer to follow the guidelines, there are always “alternatives”.
